Will TPT INSERTER operator lock the target table if an INSERT step fails?

We sometimes see the LOAD operator leave a table in a locked state if the TPT job fails at certain places in the script.  The only solution that works for us is to drop and recreate the table.  But will the INSERTER operator ever leave a table locked?
